Would you concider a 10 year old boy slapping a 5 year old boy with his own hand (through the face) or turning his arm when he does not want to do what the 10 year old wants him to do bullying? Or should the opinion be: The 5 year old is a boy and should learn to take it like one"

Definitely bullying. Hitting and any form of aggressive behaviour is unacceptable and should be dealt with by the adults present. Children need to be taught acceptable ways of expressing their feelings and this can only be done by the adults around them modelling appropriate behaviour. If the adults hit children then this is what the children will copy.
